I have not signed up to be a reviewer for ARR because it commits me to reviewing all year round, which
I strongly dislike. I am willing to do more reviewing, but I want to be able to focus my reviewing obligations
in certain time periods, not be on the hook for reviewing constantly. The current system feels like
an obligation to be on an editorial board, which we all know is a bigger obligation than conference
reviewing used to be. I suspect you'd get more willing reviewers if you specifically allow people to
sign up for specific (short) time periods, like a couple months.
