"Mandatory reviewing might work for people who primarily submit to ACL, but for interdisciplinary researchers, 
the reviewing load is huge and the *ACL system is not set up to be a ""part-time"" reviewing system. 
Would encourage opt-in to better integrate the people who span multiple research communities and thus 
need to juggle multiple reviewing loads. For example, I used to review or be an area chair for one *ACL 
conference every couple years, which more or less balanced out my submissionsSEMICOLON but it would 
have been an overload if submitting just one paper to a conference had forced me into being an area 
chair for eight papers each time. ARR has also presented huge challenges in signing up new reviewers. 
As an action editor I asked for five people to be invited to the system. I believe none of the five 
signed up, and when I asked one of them about it, she said the system hadn't worked and she hadn't been 
able to sign up even though she tried. This has increased the load on the people who did manage to get 
into the system."
