The biggest problem for everyone I've talked to is that the acceptance decisions are decoupled from 
the reviewing. (Some people have explicitly stated they don't want to submit to ARR anymore as there's 
too much anxiety involved due to multiple independent decisions.) In principle, I don't see a reason 
why we can't have every ARR cycle be followed directly by acceptance decisions for all major conferences. 
To make this work, each conference needs to define the number of publication slots in advance and split 
them equally across 6 cycles (assuming 8-week cycles, so 6 per year).
