"There is a ""conflict of interests"" when the authors have to review the papers from the same track 
where they submit to. The simple unhonest strategy would be to provide bad reviews to all concurrent 
paper that would maximize the chances of their own papers. Maybe way to deal with this (as well as author's 
availability to review) would be that author commits to provide fix amount of the reviews during the 
year and pre-selects the reviewing cycle where he/she anticipates more availability. "
