For resubmission, I think the reviews gotten from the previous round of reviews should be the basis
on which the next round is based. In other words, the reviews for resubmission should be more TACL-like:
if the issues pointed out in the previous round have been fixed by authors in the next round, the scores
should be raised and the paper should be accepted.
