"ARR does not work. The clearest sign is that EMNLP 2022 and AACL 2022 have opted to carry out their 
own reviewing. It's clear that the vast majority of the submissions to EMNLP 2022 will come from good-old 
Softconf and not ARR -- without guaranteeing that reviews will be completed by a fixed date, hardly 
anyone will submit to ARR in order to have a conference publication. As reality bites, the latest recommendation 
is to have an 8-week reviewing cycle. However, this would mean that to benefit from one extra round 
of reviewing, a paper has to be submitted to ARR 6 months in advance (2 months for the first round of 
reviewing, two months for revision, and then two months for the second round of reviewing) of a conference 
submission deadline. The reason why conference publications are very much preferred in our community 
is precisely because of fast publication cycle. Going with an 8-week reviewing cycle completely defeats 
the purpose of fast reviewing cycle for conference publications. "
