"I feel the community (and the review committee) is missing the key challenge of review. It is not the 
controversy between rolling or non-rolling, but the conflict between the large volume of papers VS very 
few competent reviewers. Therefore, the system is broken no matter whether it's rolling or non-rolling. 
To fix the problem, we need to find a way to effectively reject a large number of incompetent submissions 
while focusing on high-quality papers. This can be done by first-round light reviewing/voting (probably 
by AC and senior AC). While this sounds unfair to authors, it is not. And it's been in practice for 
many journals. Think of your paper submitted to Nature or Science, it won't get reviewed! "
