"1. Reviewers' identity should not be revealed for other reviewers when reviewing the same paper. 2. 
ACs/AEs should at least take a brief look at the paper to avoid obvious errors in the reviews that lead 
to negative impacts on the paper. 3. ACs/AEs should be alert of extreme or unnecessarily harsh reviews 
as it is likely that the corresponding reviewers are working on the same thing and being unethical to 
play down the value of the paper they are reviewing. 4. Reviewers who would give a 4 or higher for ""Knowledge 
of or educated guess at author identity"" should not have been assigned to review the paper in the first 
place. "
