ARR is a disaster because it puts too much burden on the community. It does not address the issues of
the old system—reviewers not being so active—by instead asking us to burn ourselves out. Shift back
to the old system, and just allow 'sticky' reviews to be copied over as was suggested for the conferences
just before ARR began.
