Before ARR I often reviewed papers also for conferences to which I did not submit a paper myself. I 
was approached by an area chair who specified what time the submissions would arrive, what the deadline 
for the reviews would be, and how many papers I should expect to review. Such a commitment was acceptable, 
although I had to decide long before the actual review period. But when ARR was launched and I first 
looked at it, it seemed that I would have to commit to be available every month for who-knows-how-many 
papers to review. That sounded too dangerous, so I did not subscribe and I only reviewed for non-ARR 
events since then. I do not know whether the commitment is now formulated differently (or I misunderstood 
it even then).
