"As an author: The whole review period plus decision by a venue is too long. It took around half a year 
for one paper of mine to receive the final decision. This is bad when there is even an anonymous period. 
I personally don't like the anonymous period either, which seems to encourage authors to submit a rough 
version before the period, while for ML conferences (NeurIPS/ICML/ICLR) I can submit to arxiv after 
much more revision. As a reviewer: Since using ARR, I observe an obvious decline in the quality of papers 
assigned to me for review, which is disappointing to me. One issue is that there is no bidding, and 
the assignment is often not very good. And maybe there are more papers who are not originally qualified 
for ACL/EMNLP/NAACL but are still submitting to ARR (for other purposes such as workshop?). "
