"Authors should be able to specify one or more tracks. A paper on evaluation for a particular task might
benefit from reviewers focused on evaluation as well as reviewers focused on that task. First time authors
should not automatically be considered reviewers, because we cannot reasonably expect them to be sufficiently
experienced in the area. Require opt-out after 3 or more pubs and opt-in for folks with only 1-2."
