When reviews/meta-reviews are not linked to decisions, meta-reviewers have no incentive to do more than 
an extractive summary of (often poor) reviews. In my experience as SAC, I found meta-reviews extremely 
poor and I had no recourse/ability to follow-up with meta-reviewers. For typical conference reviewing, 
I think ACs see coming to a decision about each paper as part of their role. I believe the deferred 
nature of the decision in ARR is a big problem and I would like to see a stronger coupling of reviews 
+ decisions.
