It's pretty demotivating to be doing 3-4 reviews per cycle and then have 100% of papers rejected. The
amount of reviews requested should be higher for people with higher acceptance rates. People who have
yet to publish a paper in an *CL venue should have a minimal amount of reviewing duties.
